I know how to use the screen size 4.3 and 8.7 but how do I make it 16 to stretch it out?.

uncheck "Maintain Aspect Ratio" and size your window appropriately.

You can also define custom aspect ratios in snes9x.conf (Stretch:AspectRatioBaseWidth).

I used what you mentioned and it looks great, unchecking it stretched the screen out to 16.
