Snes9x 1.52 Issue with speeding up (using - or =)

Hello everyone,
After upgrading to 1.52 fix 4 i am unable to speed up my game with the - and = keys like normal. The screen still displays "Speed: 417% (4.0 ms/frame)" but there is no effect on the game. The same can be said for slowing the game down until 25%. Fast forward works, but is much too fast. It was working fine before i upgraded. Autoframe skip is on as the read me suggests. Any help would be greatly appreciated

8 gigs ddr3 1333
Amd phenom II x4 @ 3.1
Nvidia 9800GT
