The file Valid.ext could not be found or created.

I downloaded Snes9x and installed it on my computer but everytime I try to open it I get a message saying "The file Valid.ext could not be found or created". How do I fix this?

Copy it to a location where it can write into its own directory.

What do you mean exactly? How do I do that?

For example put it in a folder on your desktop, or in your documents folder.
