I think I figured it out.
I ran the snes9x core in retro arch
All of the options can be adjusted to what I need.

Disable Crosshairs on Justifier?
Does anyone know how to disable the crosshairs when using the justifier on the windows build? I poked around the source code and it looks like there are a bunch of different options to change/disable the crosshair, but I was hoping there is a simple solution already baked in. Any help is appreciated...
