Mac version doesn't accept input while in frame advance.

(This is 1.53, by the way.)

Is it supposed to be like this? If so, what's even the point of it? I thought the point of frame advance was for speed runs or something where you need to get moves frame perfect.

I pause the game by pressing FnO.
I hold down a button (let's just use RIGHT for example)
I press FnP a few times, it advances forward frames, but the RIGHT is not picked up. This happens for all keys, and when recording and not recording a movie.

I think the problem may be that when holding down the Fn key the controls would not work like they normally would. If this is the case, how would I go about fixing this?

That's an unexpected way to use for me...
quick-fix:
- use a gamepad instead of the keyboard.
- assign SNES buttons to your keyboard in Configure Controlls dialog.

you're no longer pressing what you have assigned for right; you're pressing Fn+(right button).

you can try reassigning all of your keys to use Fn+(current key), but it's far simpler to use a gamepad.
