PAL Code Converter Question

There is a program called gg-hex. I was wondering if anyone knows wat to do at the very end. When you put colons in for the last two numbers?
This should probably be in SNES Public Development, as it's more of a programming question rather than a gaming question.
Also, could you be a bit more specific? Your question doesn't make much sense.
