cant play multiplayer

im using xbox one controllers pluged in through usb ports if i have them both plugged in at the same time only player 1 can do anything player 2 will do nothing. if i unplug player one then player 2 can move. then if i plug player one back in then it wont move until i unplug player 2. any help would be very much appreciated
