I can't two controllers to work simultaneously

I have two USB SNES style controllers that both work perfectly fine [independently of each other in single player games], but I can't get them to work at the same time to play two player games. Multiplayer games will recognize input from one controller but not the other. The second controller simply doesn't do anything (except in Kirby's dream course, where Joypad #1 seems to control actions for both players at the same time). I have all the buttons for Joypad #1 and #2 mapped out as they would be on the SNES (A is A, B is B, etc.).

How can I play local multiplayer?

I'm having the same problem. Windows 7, have 2x Buffalo brand USB SNES controllers. The games recognize controller 2 when it comes to setting up the configurations, but both controllers will not function together at the same time in games. Please help.
