is there a way to have mario swim even when not in water?

i see on some videos that mario is able to swim anywhere in super mario world for snes. I cannot
seem to figure out how to make that work.

i see there is an option in the cheats for snes9x but i cannot get it to work. its called "waterworld mario" is there a way to turn that on and have it function?

or is there a game genie for snes9x? i am using snes9x with a gc.
