I don't think snes9x is creating ZST files. I can load any save state while it's open, but if I reopen it the states "don't exist". It also doesn't appear to be creating SRM files. I assume all of this is just due to my own stupidity.
Also, I read through all the FAQ's on here and didn't find anything on this, but if it turns out the solution to this problem is somewhere really obvious, then I apologize for wasting your time.

Snes9x saves it's save states as 00x, where x is the slot number. e.g. 000, 001, 002, etc.
S-RAM save data is saved as .srm file type.
By default Snes9x tries to save both types of saves into a folder called "Saves" where Snes9x is located; Make sure the folder exists, and that you can write to it.

What operating system are you using? 32 or 64bit? Version of Snes9x? Is the text at the bottom of the window white when you load the game?
