Having problems with display.

I'm playing Brawl Brothers and the screen would be blinking. I'm using Windows 8.1, this computer is crap but my parents bought it last year so it should be decent enough to run emulators fine. I did run install Direct X because the emulator wouldn't work, maybe it's a DX problem?
