The menu in s9x is a standard windows menu, so there is no real way to control the size. Automatically opening it is also not that easy. It might be possible to add an option for auto-pause, but that seems like a very specific use case. Setting up hotkeys for save/load and slot+/slot- might be easie...

In s9x you can manually trigger a recheck with "Input->Detect Gamepad Changes"

To compile the windows version you'll need visual studio and then compile the provided project. The other ports use Makefiles or other build systems.
"g++ -o snes9x.exe snes9x.cpp" will never get you anywhere, as this would only compile one source file.

You've probably assigned tab to both "Fast forward" on Page 1 as well as "Fast-forward toggle" on Page 2. Then one cancels the other.
As for changing the speed higher than 100%: you've probably enabled vsync, in this case increasing the speed doesn't work.

I've found a site with the patches you described. If this is indeed the version you are trying to use then you should simply load that rom directly, without multicart. It should directly start the game (with some loading screens).

is set to ON.

It works fine for me - I select an address, press add cheat, enter a new value and description, then press ok. It is then added to the list of cheats.

What version are you using? Try the latest (1.60) if you're not already on that.
Otherwise you could try disabling "automatic input rate" in the sound options and setting it to 31950.

You can press alt-tab to switch to other applications, or simply press alt to focus the menu, then you can navigate with the mouse again.

DirectX 9 is independent of DirectX12. S9x uses d3d9 and the xaudio2 part of dx9, so you need to install the dx9 runtime for it to work. It will not replace your dx12 runtime.

D3D switches to fullscreen mode when the emulate fullscreen checkbox is not set. OGL creates a topmost window that spans the whole screen (and changes the display resolution before that) - I don't know of any other way to switch to exclusive fullscreen with opengl.

Go into video settings and try a different output method (DirectDraw / Direct3D / OpenGL).
