As for OGL mode: please try the most
recent testbuild and post the crash message you get.
You can also try if setting OpenGL:DisablePBOs to true in snes9x.conf helps.

EDIT: Ok I have it running now with shaders under OpenGL mode, I can only get the test build to work though, what i had to do is go into my Windows/System32 folder and grabbing/copying the ig4icd64.dll in there and put it directly into the Snes9x folder
