Windows-specific issues:
- Sometimes one bottom line(?) disappears in Direct3D mode.

- In SMV export dialog(?), there still remain some obsolete options, formerly used for solving movie desync problems.
- Garbage characters in Custom ROM dialog, ROM Information dialog etc., due to wrong interpretation of character encodings. Shift_JIS or UTF-8 characters are treated as UTF-16LE.
- The "Turbo Down" hotkey doesn't work.
- The dialog says you can assign hotkeys to Ctrl, Shift and Alt, but in practice you can't.
- WM_KEYUP isn't be handled in background? Fast-forward can't be cancelled.
- Changing color depth while running causes glitches.
Windows-specific Suggestions:
- Add the interface to modify Joypads:Background. It'll be better to integrate Joypads:Background and Handler:Background, and let them switchable from a menu.
- Separate Fast-forward and Toggled Fast-forward as individual functions. It's best to assign them to separated hotkeys.

There was a problem when parsing unicode filenames on the command line, it has been fixed in the most recent testbuild: snes9x_testbuild_12092012.zip
