Framerate and Audio stuttering

Hello, I've been having Framerate and Audio stuttering problems with SNES9x that just started today.
The settings I'm using are:
Audio
Sound Driver: XAudio2
Playback Rate: 32 kHz
Buffer Length: 64 ms
Input Rate: 31900
16 bit sound
Stereo
Sync sound
No matter how much I mess with the graphical settings I still get hiccups, but it's much worse if I enable VSync. I've been using tripple buffering, HQ4x, and bilinear filtering and it was running at a constant 60 fps until today. Project64 and other emulators are use are running just fine.
My system specs are:
AMD FX-6350 3.9 Ghz 6 core CPU
Sapphire ATI Radeon R9 280 3GB GDDR5 GPU
8 GB DDR3RAM
Windows 7 Ultimate 64 bit
