Game speed

For some reason everything slows down slightly when I have snes9x as the top window, but like right now the sound and animation is running at normal speed as I'm tabbed out. The second I go back to snes9x it slows back down. I've tried a few different things and can't seem to fix it

Not sure if you have an old computer or not, but for me on a laptop from 2006, disabling sound sync, helped a ton. The sound doesnt seem off to me either, maybe it is a bit, but I cant tell.
