speed + issues

I'm having troubles getting the game to run at a faster speed and would like help.

To be more specific, about three months ago I challenged myself to play through Megaman X on 143%. I used the speed + hotkey to increase it to that and through many deaths finally beat it. Now that I have some free time on my hands I'm once again challenging myself to beat the game, but this time on 200% speed. The problem is that while the speed + key says it's increasing the game speed it actually doesn't anymore, not even at 143%. The speed - hotkey and fastforward hotkey still work fine. I've tried going through every setting in all the options and haven't found anything that fixes it. I know its not my computer because it's the same computer I used in my previous play through.

To use the speed up feature you have to disable audio sync and vsync and set frame skipping to auto.
