In Cheat Entry and Editor window it does not allow second digit to be entered in the Value section.

Looks like you're right, good catch!

In the meantime, if you need to use cheats just take the address, put it in the 'Enter Cheat Code' text box, and stick the value (in hexadecimal) on the end of the address.

e.g. You want to make the value at 7E1860 to always be 255 (FF in hex) - put the following in the 'Enter Cheat Code' box:
7E1860FF
